What exactly is a floating floor? I was told I may need it under the new kitchen cabinets that I am planning to installed. Is this necessary?

A floating floor is a floor that has no positive attachment to the sub-floor below it.  This is very common flooring installation method.  I would not recommend installing cabinets over the top of a floating floor.  The installation of cabinets over the top of a floating floor essentially creates a positive connection between the flooring and the sub-floor thus changing the characteristics of the flooring.  Floating floors should go in after the cabinets have been installed.
