Who can I hire to restore my old wood windows?

My sunroom's old wood windows are weathered and in bad shape. I would replace the windows, but I live in a historic district and the cost would be astronomical. I would like to have someone clean the window sashes and sand down the window frames, then refinish all the wood with some sort of exterior sealer. What kind of contractor does this type of work? There are 7 windows total, what might project cost me?

What are the Most Efficient Wood Frame Windows?

I am considering replacing the windows in my home. However, my historic home is only allowed wood frame windows. What are the most efficient ones, and what should I expect for the average cost?

Should I get new storm windows?

I currently have outside storm windows over my inside wood windows. They are falling apart and need to be replaced. Should I get one whole new window or look for just storms? What is the best mid-grade replacement window? My house is not sided and has wooden cedar shakes on the outside. If I put in replacement windows, they will cover the painted trim around the edge of the window that matches the trim on the house and it will be all white. Then there will be no contrast around the window. A storm window will not cover that wood but I'm told storms are old news.

House Paint for Wood Windows

We are revamping our 1929 home in Long Beach, California. We have made the investment and commitment to using wood windows throughout our home. The problem has been that the house paint chips off the wood windows so quickly. Is there a good house paint that won't chip? I am willing to pay top dollar to avoid touching up all the time.
