Yes it is okay to install cabinets over tile. A cracked tile that is half covered by a cabinet can be replaced just as any tile would, it will just take a little bit more work. As with any tile install, I would recommend that a crack isolation membrane be installed on the slab prior to setting the tile. Tile set over a slab, on a crack isolation membrane, will rarely if ever crack unless your slab is failing below. As for your island cabinet, I would suggest creating a positive attachment between the floor and the island cabinet, but I do not think having tile down first is going to matter. Running tile or wood flooring under cabinets is quite common. It allows the installers to cut less material and work faster through the room. I would not worry about tile running under your cabinets.
