Filing a complaint with the CSLB is exactly what you should do. You may also want to contact the CSLB and find out what your options are in this situation. If subs failed to file pre-lien notices with you, then they will have very little leverage in this situation.
The CSLB was established to protect and assist the consumer with all business conducted by both licensed and unlicensed contractors. Without knowing the details of the contract, the status of liens and lien notices, it will be difficult for me to give you specific direction.
A consultation with a lawyer who specializes in this area, depending on what kind of money is at stake, could be money well spent.

Dear Bobby D, The subs who were not paid can also file a claim on that particular contractor’s insurance bond. The only problem with that is if the total amount owed to the subcontractors is more than the bond which is normally $12,500.
I would also state that ALL homeowners need to get lien releases from their main contractor when doing a job. This will then protect you as the homeowner from having subcontractors or material suppliers coming after you for payment.
Your last recourse would be hiring a lawyer and going to court unfortunately.
Is this contractor’s license still in “good standing”? You can check his license info at http://www.cslb.ca.gov, and in the upper left section of the main page, hit “how to check a license”. This can be done 3 ways. Either by contractor’s license number, personnel name, or company name.

I was stupid and paid a contractor in full and he has not done any work. When we first met he said he would get the permits and did not. The he calls the village on me for doing work when I thought I had a permit. His name is Art Perez and he is threatening me he will call DCFS and sue me. He was paid in full and says he can put a lien on my property for money owed. Yet he has done nothing. I have proff of him saying he was paid in full.
