Without seeing the problem and the bids side by side, it is tough to say if one solution is better than the other. I understand the reasoning behind each solution and they both seem like reasonable fixes. I would suggest just the installation of a new drip edge that extends up under the singles at least 4 inches and hangs down over the fascia far enough to direct water into the gutters. Without actually seeing your specific situation my suggested solution may not be feasible, but I hope this helps nonetheless.
